For instance, Windows gives no support for the ext4 file system (designed for Linux) and the HFS + file system (designed for Mac). When the file system of your hard drive is not supported by Windows, you won’t be able to access the drive. You can also rescue files from any drive using bootable media so WIndows has no say about read only. The most direct reason is the file system problem. Then try wiping the drive to reformat in Disk Mgmt: If the problem doesn't exist in another PC then first thing back up your files to a folder on the desktop. See if the problem is present in another PC as it's most often caused by a corrupted User account solved by creating a new Admin User account to move into and replace it.
